Hotfix 3.0.2.1 - Ball Lightning Fixed, Two Damage Exploits Squashed

Quick hotfix today with three targeted fixes.

Ball Lightning is a Core Skill again. The bug introduced in 3.0.2 that stripped Ball Lightning's Core Skill tag has been fixed.  

Note: the tooltip still won't show the Core tag until the next full client patch, but the skill functions correctly now.

Blood Lance was dealing far more damage than intended under certain circumstances - fixed.

Warlock's Eviscerate Fragment was dealing unintended damage when paired with Paingorger's Gauntlets - fixed.

Plus general stability improvements.
